An exact match negative keyword blocks a search query only when the query is that exact string, same words in the same order, with no extra words before, after, or in between. The trap is that exact negatives are the easiest match type to think you understand and the easiest to have silently do nothing.

What exact match negative actually blocks

You set an exact match negative by wrapping the term in square brackets: [running shoes]. This blocks an ad from showing only when someone searches the literal string "running shoes" with nothing added. A search for "best running shoes" still serves. A search for "running shoe" (singular) still serves, because it is not the same string. A search for "shoes running" still serves, because the word order is different.

This is the critical detail people get wrong: exact match negative requires the exact words in the exact order, with no additional terms. Phrase match negative ("running shoes", quotation marks) blocks any query that contains that phrase as a contiguous block in that order, so it stops "best running shoes" and "running shoes for men" but not "shoes for running". Broad match negative (running shoes, no punctuation) blocks any query containing all of those words in any order, so it stops "shoes for running" too, but does not stop a query missing one of the words.

Reach for an exact match negative when a single query converts badly but its close relatives convert fine. Classic case: you sell software and "crm" as a standalone query pulls in tire-kickers, informational searches, and students, but "crm software", "crm for realtors", and "best crm" all convert. A phrase negative on "crm" would nuke all of those. An exact negative [crm] removes only the bare, high-ambiguity query and leaves the qualified long-tail alone.

The second good case is protecting a dedicated campaign in an account with campaign-level negatives used for traffic sculpting. If you route "nike running shoes" to a brand campaign and everything else to a generic campaign, you add [nike running shoes] as an exact negative in the generic campaign. Exact is correct here because you want to redirect that one query and nothing else, and phrase or broad would drag adjacent branded variants along with it.

The decision rule: use exact negative when you can name the specific query, you have data on that specific query, and blocking its neighbors would cost you conversions. If you cannot name the exact string or you would be happy to block a family of related queries, exact is the wrong tool.

Where exact match negatives backfire

The most common failure is false confidence. You add [free crm] as an exact negative, feel protected, and then keep paying for "free crm software", "free crm tool", "crm free", and "free crm download". Exact match blocked exactly one of the many ways someone signals they want the free version. If your goal is to escape a theme, exact is almost always too narrow and phrase or broad is the right call.

The second backfire is list bloat. Because exact negatives block one string each, sculpting an unwanted theme with exact negatives means adding dozens of near-identical entries. Remember the mechanical limit: a single negative keyword can contain up to 10 words, and a standard negative keyword list holds up to 5,000 keywords. The report shows you real queries, which is the only place the literal-string behavior of negatives can be reasoned about correctly.

For each wasteful query, ask: is this one bad string or a bad theme? If the term two rows down is "free crm" and the next is "crm free trial", you have a theme, so add a phrase negative "free" scoped to the campaign and watch what it blocks. If it is a genuine one-off (a competitor name, a specific unrelated product), add it as exact. Then wait: give a new negative at least a week and a look back at the search terms report before assuming it worked, because the report is where you confirm the string actually stopped serving.

One honest limit: Google's search terms report has stopped showing every query for privacy reasons, so a low-volume wasteful search may never appear by name. You cannot negate what you cannot see, and no amount of match-type cleverness fixes that.
